Born in 1953.

In 1977 has graduated from Rostov State University.

In 1987 has defended dissertation "Conception of power in Russian liberalism" in the Institute of Phylosophy of Academy of Sciences (Moscow). Has obtained Ph.D.

Sphere of scientific interests:

	History and theory of political doctrines;
	Problems of cultural politics;
	Civil education and human rights.

Mr. Ragozin is the author of 40 scientific publications.

Practical activity:

	Head of the Cultural science Department;
	Programs Coordinator of non-governmental organization "Donetsk school of Human Rights" (since 1994).
